When a scuffle between disgruntled, laid-off security guard Joseph Mueller (Peter Weller - DECOY, ROBOCOP) and a plant manager accidentally starts a fire at a chemical plant in Germany, NATO hazardous materials expert David Whitman (William Hurt - ARTIFICIAL INTELLIGENCE), is called in to investigate Teaming up with Holly Anderson (Natascha McElhone - THE TRUMAN SHOW), David follows the trail of dead bodies left in Joseph's wake.
