Nick Travis (Fernando Lamas) is a renegade FBI agent obsessed with nailing a gang of ruthless killers who plot to assassinate a number of key government leaders. The gang consists of former members of a CIA hit squad commissioned during the Vietnam War for special covert operations. With the war over and bowing to government budget cutbacks, the unit is curtly disbanded by the military. Rejected and abandoned by an ungrateful nation, the unit led by their brutal psychopath leader Dacy (Gary Busey) takes the Governments action as an act of betrayal and set about vengeance. Saddled with an unexperienced field agent, Kelly McCord (Kristen Cloke) and at odds with Taggart (Roy Scheider), an ambitious and obstructive FBI commander, Travis is set on a violent collision course with anyone that stands between him and his assignment.
